how about the weight. Is it covering weight in excess of the products?

I didn't add anything for weight because weight is minimal with jewelry. I do shipping by free over $25 and $3 to the US and Canada under $25. Now that I typed that, I realize that I also need to set up flat rate for the under $25.

It doesn't look like flat rate allows for setting a rate based on the cost of goods, just weight. Is that right?

It is now working. In admin settings, you had stock check enabled which is good, but you had checkout set to no when the quantity on hand is not enough to fill the order. In your case, you did not have quantity on hand, so the checkout process stops there and you can't proceed to shipping. Notice the note in cart that states you did not have enough on hand to fill the order.
I changed the checkout to yes so you can test the process. All you would have to do is add quantity on hand to show some products available and the orders would proceed. You can do it either way, sell products you really don't have, or limit sales to only products available from your stock. That's one of the reasons showing stock on hand is beneficial for your customers. They don't like going to all the effort to try and buy something only to find out at checkout you don't have the product.
Anyway, you're good to go.

I don't understand how tax works. I've got the tax for the TX zone set to 8.275%. So, I assumed that orders with addresses in TX would get that tax. However, in checkout_confirm, 0% tax is showing. It also says that tax is included. However, in admin > shipping > zone > United States, I have the tax class set to Taxable Goods. It is also set to Taxable Goods in the one product that I'm working with (Almandine Garnet Sterling Silver Ring). In admin > settings > store localization, I have Display Prices with Tax set to No. What am I doing wrong?

First, make sure your product has tax class enabled. This is done in the product for each individual product.
There are 2 setting in admin that are separate for the basic catalog and the checkout portion. You probably want these both set to not include tax in price.

I have tax class enabled for the product.
I turned off tax in the shipping module in admin.
I have display price including tax set to no in store localization.

Tax still isn't being computed. Don't know what I'm doing wrong.
