Singapore - No Zone - can't go past shipping page

I had a customer that could not get past the shipping page. I found the reason was that Singapore (where this customer was located) did not have a "zone" allocated and this was causing the problem. I inserted a zone called Singapore in the country Singapore and it now works.
Just posting this in case anyone has a problem with a customer unable to get past the shipping page as it could be a similar problem.
