Question regarding the creation of a customer account

I am trying to create a test account.
First I made a purchase using a guest account.
I then attempted to make another purchase as a guest and used the email that I had previously used. I got this error message:
"Error: E-Mail Address is already registered!"
So, I now go and try to create an account using the email address I used to make my guest purchase and I get this error message:
"Error: E-Mail Address is already registered!"
Is this what AlegroCart is designed to do i.e. only allow a single purchase from an email address used for a guest purchase?
