Altering VAT Rate on Taxable Goods Shipping?

Hi

I need to apply 20% VAT to the shipping price. When I apply the 'Taxable Good's' setting it is at 17.5% rate whereas it should be 20%. I can't seem to see where to alter this just for shipping.

Create a new tax class for 20% tax, then set tax class to this one at Admin/Extensions/Shipping.
