I think I must have altered something, either a file or something in admin, but payment sticks at the delivery option screen and doesn't go any further. It was going further as I was messing around with my paypal settings so I have disturbed something since.

Are customers location set correctly under Configuration/Localization/Geo Zone?

Under Configuration/Localization/Geo Zone I have United Kingdom as Geo Zone Name and inside it under Country I have United Kingdom set for all zones.

With regards to shipping I used the zone one and added a geo zone to that called United Kingdom which is enabled with these shipping costs:

0.75:2.70, 1:4.30, 10:6.50, 1000:7.50

I think I might well have disturbed some coding. Will have to backtrack and see if I can find the issue.

Yeah. It works with black 2 selected so my customization has caused a problem somewhere. Shouldn't be too hard to locate.

Seemed to have fixed it. I uploaded a new version 1.2.8 checkout_shipping.tpl file. Working now :D .
