Your host has changed the path, this line modifies it to the correct value.
Delete the line that begins with #.

Anyway, do you have version 1.2.8 or earlier?

Contains several bugfixes.
In the archive you will find 3 directories. Admin, catalog and install. As you have a running store, delete the install dir. In the catalog dir, there a 3 directories: extension, model and template. Delete the template dir, so that your customized template files won't be affected. Apply the fix.
As always, create a copy about your original files (in not done yet), before applying the fix.

I am getting a 401 error. What does that mean?

You need valid username/password to access that page.
