What is the version of IE?

It's IE 10. What's really weird is that the meta tags in IE are different from the meta tags in Firefox. Both as they show up in the admin panel and what you see in when you view source.

I forget to give you feedback. I have discussed it with Brent and his opinion is:

In IE, under internet options, tab general, under browsing history/settings, temporary internet files, check the box. This causes a complete reload of the page instead of using a cached version. IE often will only reload a page after the history time has passed and the default history cache in IE is 20 days.

Hope this solves your problem in IE as well.
