If that is the case, mod_deflate is not installed on your server. Contact your host.

The hosting company said that mod_deflate is installed, but not enabled. They added 'SetOutputFilter DEFLATE' to the top of the .htaccess file to enable it. However, it's still not working with the compression test. I'll contact them again.
